The Kentucky Transportation Cabinet’s new Strategic Highway Investment Formula for Tomorrow (or, “SHIFT”) formula "uses quantitative data — measures such as crashes, fatalities, traffic volumes, delays, employment – to assess the benefits of planned projects and compare them to each other.” Each proposed project is measured in terms of its potential to improve safety, reduce congestion, fuel job grown, wisely leverage tax dollars and preserve infrastructure.
